Kei Truck Legal States: All 50 State Rules Checked | 2026

October 31, 2026 at 1:05 AM

We checked kei truck rules in all 50 states against statutes and DMV pages, and the count is blunt: 3 states register a 25-year-old kei truck with no special road limit, 13 register it with road, speed or local-permit limits, and 6 refuse road registration outright. Federal law lets the truck in; your state decides whether it ever leaves the driveway.

Our view: the 25-year rule already answers the safety question at the federal level, and Texas and Vermont have it right by treating an old kei truck like any other old vehicle. Until the rest follow, settle registration before you bid in Japan, not after the truck lands.

Kei Truck Laws by State: the 2026 Table

Every row below comes from a statute, a DMV rule or an official state page, checked in October 2026. Where we could not find an official source, the row says "Not confirmed" rather than repeating a forum answer.

Sources: state statutes, administrative codes and DMV pages named in each row, checked October 2026. "No kei rule found" means no statute or DMV rule names kei or mini trucks; the truck then goes through the state's normal process for a 25-year-old import. Laws change by bill and by DMV memo, so get your DMV's answer in writing.

The 3 States With No Special Limits

Texas SB 1816 took effect September 1, 2025. A registered miniature vehicle uses public highways with no kei-specific road or speed cap. Vermont's Act 153 followed on July 1, 2026, registering kei vehicles as pleasure cars and kei trucks as farm trucks, and towns may not ban them. Massachusetts resumed kei titles and registrations on September 18, 2024.

We think this is the model that will spread. A 660cc truck on a county road is no more of a risk than a 1960s pickup with drum brakes, and those register everywhere.

Registered, But Kept Off Fast Roads

This is the largest group and the one that catches buyers out. Florida registers mini trucks but keeps them on streets posted 35 mph or less. North Carolina and Arkansas allow roads up to 55 mph. Louisiana, Nebraska, Indiana and Kansas ban interstates or larger highways. Minnesota, Ohio and Kentucky leave it to the county or city, by local permit or ordinance.

Colorado signed HB25-1281 in 2025, with a 55 mph road limit, but applications only open January 1, 2028. Alabama's definition requires a 25 mph governor, which turns a work truck into a yard vehicle.

The 6 States That Say No

Georgia barred kei vehicles from titling and registration in 2023. New York will not register a kei-class vehicle without FMVSS and EPA proof, which a Japanese-market truck cannot show. Oregon refuses road registration, Maine treats non-FMVSS vehicles as unregistrable off-road vehicles, and Rhode Island stopped new kei registrations in June 2024. Pennsylvania allows on-road use only for owners holding a 2021 grandfather letter, which does not pass to a buyer.

Kentucky moved out of this group in 2025. Under KRS 186.077 a minitruck that passes inspection registers as a street-legal special purpose vehicle with a motorcycle plate, but it may only use highways in a city or county that allows it by ordinance, never interstates, parkways or federal-aid highways, and no more than 20 miles on roads with a centerline.

What We Would Do Before Buying

Call your DMV and ask one question: will you title and register a 25-year-old Japanese kei truck imported under the federal exemption, and on which roads? Get the answer in writing. In the 19 states with no kei-specific rule, the truck usually goes through the normal import title process, but California still asks for EPA and CARB emissions proof, and that is where most kei plans there end.

Frequently Asked Questions

Are kei trucks street legal in the US?

Federally, yes, once the truck is 25 years old. Road use depends on the state: 3 states register them with no special limit, 13 with road or permit limits, and 6 refuse road registration.

Which states do not allow kei trucks on the road?

Georgia, Maine, New York, Oregon, Pennsylvania (except grandfathered owners) and Rhode Island (no new registrations). Kentucky registers them only where a city or county ordinance allows road use.

Are kei trucks legal in Texas?

Yes. SB 1816 took effect September 1, 2025, and a registered miniature vehicle can use public highways with no special road limit.

Are kei trucks legal in Florida?

Yes, with limits. Florida registers mini trucks but allows them only on streets posted 35 mph or less.

Are kei trucks legal in New York?

Not on the road. New York DMV will not title or register a kei-class vehicle unless the owner proves it met FMVSS and EPA rules when it was built.

Are kei trucks legal in Georgia?

Not on the road. A 2023 Department of Revenue policy bulletin bars kei vehicles from titling and registration.

Why are kei trucks illegal in some states?

Kei trucks were never built to US safety standards. Some states treat any vehicle without FMVSS certification as an off-road vehicle, even when it entered the country legally under the 25-year exemption.
